Bishop Eaton Responds to IRS Ruling: “Protect the Church from Partisanship”

On July 23, 2025, ELCA Presiding Bishop Elizabeth Eaton issued a pastoral video message addressing a recent ruling by the Internal Revenue Service that raises concerns about how the Johnson Amendment may be interpreted moving forward. The ruling suggests that the IRS could permit churches and religious organizations to engage in partisan political activity—something that threatens the core theological commitments of the ELCA.

In her statement, Bishop Eaton emphasized the importance of protecting the integrity and unique calling of the church. “Theologically,” she said, “the Johnson Amendment keeps partisanship out of religious organizations and, for our church, protects the proclamation of the gospel and the right administration of the sacraments as the unique purpose and calling of God’s church and our congregations. At the same time, it allows appropriate avenues for advocating for God’s justice and concern for good social order.”
