2024 Grand Canyon Synod Bishop’s Election

 At our 2024 Synod Assembly, we will elect a bishop of our Grand Canyon Synod.

This process will be led by the Bishop’s Election Committee. The Committee was formed to educate, inform, and guide our Synod through this process. Please pray for our Committee, our Synod Assembly Planning Team, and all discerning a call to serve as bishop as we prepare for this important time in our life together.

Who is the Bishop’s Election Committee?

Our six-person committee was selected to represent a diversity of locations, ages, experiences, and perspectives across our Synod. The members are Mark Myers (Holy Spirit, Las Vegas, Co-Chair); Rev. Amalia Vagts (Our Saviour’s, Tucson, Co-Chair); Wendy Weiske (All Saints, Phoenix); Rev. John Biggs (Saved by Grace, Pahrump); Martin Jimenez (Vida Nueva, Glendale); and Casey Goslin (West Valley Young Adult Lutheran Ministry, Phoenix area).

What does “Ecclesiastical Ballot” Mean?

Our Grand Canyon Synod uses the process of an ecclesiastical ballot to elect a bishop. This is not just an election; it also is a call process. As such, we pray that the Holy Spirit will be among us as individuals and within this whole church, as we engage in discernment regarding the election of the bishop. Individual and group reflection, discussion, and prayerful consideration are all important parts of the discernment process – both for individuals who may become nominees and for all members of this church, as we reflect on its needs and the attributes desired of our leaders.

What is the Process?

Candidates are not determined ahead of time. Any rostered leader of the ELCA may be named as a candidate. When we vote the first time at Synod Assembly (“First Ballot”), voting members will write down the name of any qualified person (must be an ELCA minister of Word and Sacrament in good standing). No candidates (including our current bishop) will be listed on the first ballot.

Starting in late January, at each conference gathering, time will be spent learning about the process of electing a bishop. We will pray together and discuss the qualities and characteristics needed in a bishop. Members of the Bishop’s Election Committee will lead these sessions. We are also there to listen for your hopes and questions for our next bishop – this will help us draft the questions that will be asked during Synod Assembly as part of the election process.

Synod Assembly is June 13-15 at Love of Christ Lutheran in Mesa, Arizona. In addition to our usual worship, study, and work we will hold the election. Our election will be held by paper ballot. Since there is the possibility of having five (5) ballots for Bishop, then out of necessity, a large portion of our time together is reserved for the Bishop Election Process. As we pray and move through this ecclesiastical ballot, there will be time for candidates to speak briefly and a time for the candidates to answer predetermined questions.

How does the Ballot Process Work?

1. First Ballot: Three-fourths of the legal votes cast shall be necessary for election on the first ballot. If no one is elected, the first ballot shall be considered the nominating ballot.

2. Second Ballot: Three-fourths of the legal votes cast on the second ballot shall be necessary for election. 

3. Third Ballot: Limited to the seven persons (plus ties) who received the greatest number of legal votes on the second ballot, and two-thirds of the legal votes cast shall be necessary for election.

4. Fourth ballot: Limited to the three persons (plus ties) who receive the greatest number of legal votes on the third ballot, and 60 percent of the legal votes cast shall be necessary for election.

5. Fifth Ballot: Limited to the two persons (plus ties) who receive the greatest number of legal votes on the previous ballot, and a majority of the legal votes cast shall be necessary for election.

If we elect our current bishop, we will hold an installation service before the conclusion of the Assembly. If we elect a new bishop, there will be a bishop to bishop-elect transition and an installation service will be planned for a later date.

What Does a Bishop Do?

The bishop is elected by the Synod Assembly to a six-year term and is a minister of Word and Sacrament of the Evangelical Lutheran Church in America and can be elected for up to two full terms consecutively. The office of bishop is a full-time, salaried position.

The bishop is a pastor, leader, and administrator. The following is a summary of the extensive position description included in Chapter 8 of our Constitution.

• Pastor: Preach, teach, and administer the sacraments; provide pastoral care and leadership for this synod, its congregations, its ministers of Word and Sacrament, and its ministers of Word and Service; Ordain, attest letters for call, and install ministers of Word & Service and Word & Sacrament.

• Leader: Exercise leadership in the mission of this church through advocating for and supporting our synod and churchwide mission, coordinating resources, submitting reports, advising and counseling organizations and ministries, oversight of preaching and teaching, administer resolution of conflict and discipline, work with ecumenical partners and the Conference of Bishops, and the Churchwide Assembly.

• Administrator: Oversee and administer the work of this synod as the president of the synod corporation and be the chief executive and administrative officer of this synod, preside at all meetings, ensure constitution is followed, coordinate synod staff and support all committees, provide for preparation and maintenance of synod rosters, including those on leave from call, appoint a statistician to secure parochial reports for this synod.

¿QUÉ SIGNIFICA "BALOTA ECLESIÁSTICA"?

Nuestro Sínodo del Gran Cañón utiliza el proceso de balota eclesiástica para elegir a un obispo. Esto no es solo una elección; también es un proceso de llamado. Como tal, oramos para que el Espíritu Santo esté entre nosotros como individuos y dentro de toda esta iglesia, mientras participamos en el discernimiento con respecto a la elección del obispo. La reflexión individual y grupal, la discusión y la consideración en oración son todas partes importantes del proceso de discernimiento, tanto para las personas que pueden convertirse en nominados como para todos los miembros de esta iglesia, mientras reflexionamos sobre sus necesidades y los atributos deseados de nuestros líderes.

¿CUÁL ES EL PROCESO?

¿CÓMO FUNCIONA EL PROCESO DE BALOTA?

1. Primera Balota: Será necesario tres cuartos de los votos legales emitidos para la elección en la primera balota. Si nadie es elegido, la primera balota se considerará la balota nominativa.

2. Segunda Balota: Será necesario tres cuartos de los votos legales emitidos en la segunda balota para la elección.

3. Tercera Balota: Limitada a las siete personas (más empates) que recibieron el mayor número de votos legales en la segunda balota, y será necesario dos tercios de los votos legales emitidos para la elección.

4. Cuarta Balota: Limitada a las tres personas (más empates) que recibieron el mayor número de votos legales en la tercera balota, y será necesario el 60% de los votos legales emitidos para la elección.

5. Quinta Balota: Limitada a las dos personas (más empates) que recibieron el mayor número de votos legales en la balota anterior, y será necesario la mayoría de los votos legales emitidos para la elección.

Si elegimos a nuestro obispo actual, realizaremos un servicio de instalación antes de la conclusión de la Asamblea. Si elegimos a un nuevo obispo, habrá una transición de obispo a obispo electo y se planificará un servicio de instalación para una fecha posterior.

¿QUÉ HACE UN OBISPO?

El obispo es elegido por la Asamblea del Sínodo para un mandato de seis años y es un ministro de Palabra y Sacramento de la Iglesia Evangélica Luterana en América y puede ser elegido por hasta dos mandatos completos consecutivos. El cargo de obispo es una posición a tiempo completo y remunerada.

El obispo es un pastor, líder y administrador. A continuación, se presenta un resumen de la extensa descripción del puesto incluida en el Capítulo 8 de nuestra Constitución.

• Administrador: Supervisar y administrar el trabajo de este sínodo como presidente de la corporación del sínodo y ser el principal ejecutivo y oficial administrativo de este sínodo, presidir todas las reuniones, asegurar que se siga la constitución, coordinar el personal del sínodo y apoyar a todos los comités, proporcionar para la preparación y mantenimiento de los registros del sínodo, incluidos aquellos en licencia del llamado, nombrar a un estadístico para asegurar informes parroquiales para este sínodo.
