Report of the Reference and Counsel Committee

Dear friends in Christ,

The assembly received one resolution before our deadline on April 22, 2022.

In the opinion of the Reference and Counsel Committee, the resolution as submitted is “in order,” as it does not contradict the constitution, bylaws, continuing resolutions, or assembly rules of the Grand Canyon Synod.

The resolution was edited for clarity, as authorized in the assembly rules.

The resolution (S22.02) is attached, and at the designated time will be presented to the assembly without recommendation.

Para servirle,

Rev. Stephen A. Springer
Dove of Peace Lutheran Church (Tucson, Arizona)
Chair

We invite resolutions for our 2022 Synod Assembly. Please submit them by the close of business on on Friday, April 22, 2022. More info below or in this PDF.

Questions about resolutions should be sent directly to Rev. Stephen Springer, chair of the Reference and Counsel Committee, at pastor@doveofpeacetucson.org

Guidelines for the Submission of Resolutions / Memorials

Resolutions are formal motions that are presented to the assembly in writing. “Memorials” are a specific type of resolution directed to the 2022 Churchwide Assembly. All resolutions (including memorials) must comply with

  1. The constitution, bylaws, and continuing resolutions of the Grand Canyon Synod and the Evangelical Lutheran Church in America; and

  2. parliamentary procedure and Robert’s Rules of Order; and

  3. the specific rules and agenda of the assembly.

The Reference and Counsel Committee reviews resolutions in advance of the assembly to make certain that they comply with all procedural rules and guidelines. The review allows corrections to be made by the sponsor(s) and to be distributed to the voting members of the assembly in a timely manner.

Resolutions for the 2022 Grand Canyon Synod assembly must be submitted to the Reference and Counsel Committee by the close of business on Friday, April 22, 2022. Resolutions must be submitted electronically as an editable file (for example, MS Word) to the chair of the Reference and Counsel Committee, Rev. Stephen Springer, at pastor@doveofpeacetucson.org

The Reference and Counsel Committee will confirm receipt of each resolution, and will address any concerns about rules and procedure with the sponsor(s) prior to making its report. The final report of the Reference and Counsel Committee will be available for download from the synod website by Friday, May 20, 2022. The report will include all submitted resolutions and the committee’s recommendations to the assembly concerning each one.

The inclusion of a resolution in the pre-assembly report does not guarantee that the resolution will receive discussion or a vote during the assembly. The rules and agenda of the assembly will establish parameters for time and debate.

Questions about resolutions should be sent directly to Rev. Stephen Springer, chair of the Reference and Counsel Committee, at pastor@doveofpeacetucson.org

And let us consider how we may spur one another on toward love and good deeds, not giving up meeting together, as some are in the habit of doing, but encouraging one another – and all the more as you see the Day approaching.
